I got the information regarding the questions, which were asked of me at the
Meet the Candidates’ Night. If you so desire, you can provide this information
to the residents of the Reserve as follows:

Regarding the road striping, the information, which was provided to the
resident, was correct. The Borough only restripes a road when the road is
repaved. However, the crosswalks and stop lines of all roads are redone
every year. The Borough also restripes the first several feet of the center
line in from the stop lines on roads that do not have striping. As a side note,
according to the information I received, Ramapo River Trace is the only road
in the Reserve that was striped and that was done by the contractor when the
development was built.

Traffic regulations state that striping is not mandatory for roads with traffic
less than 6,000 cars per day . The Oakland P.D. will run a traffic count for
the Reserve. However, they fully expect that the count will be under the
threshold. As a comparison, Yawpo Ave., which is one of our most heavily
trafficked arterial roads, has a daily traffic volume between five and six
thousand vehicles.

Neither the DPW nor the P.D. (including the Traffic Safety Officer) expressed
any concern that any road in the Reserve is unsafe in its current condition or
that any are unsafe without striping. Of course, this is provided people adhere
to the speed limit, which is 25 mph for any interior road in the Reserve. If the
Borough was to restripe the roads in the Reserve now, the DPW estimates the
cost at over $11,000. The DPW also advised that there are other roads of a
higher priority at this time.

This doesn’t mean that the roads in the Reserve won’t be striped at some time.
The next time the roads are repaved, which is probably several years away, I
would think the Borough would consider striping these roads at that time as
part of the repaving project. Of course, I can’t guarantee that, but I would hope
that the responsible individuals at that time would at least consider striping
those roads. I’m sure there are other roads in the Borough that have center
line stripes where the road doesn’t meet the traffic volume requirement to make
it mandatory that a road be striped.

Regarding the No Parking issue, the matter had gone back and forth for some
time. There were residents, who wanted parking restricted at the top of Overlook
Ridge Rd. for safety and quality of life reasons. There were also residents, who
didn’t want the parking restriction because they wanted to be able to park to go
hiking. Finally, Chief Kasper asked the Reserve’s Homeowners Association to
give us their official position on the matter. Representing their membership, they
asked that the no parking prohibition be left in place. So, that’s what the Borough
did. The signs are indeed legal and are posted under the authority granted to the
Borough through Traffic Code, Ch. 7-39.3.b.2.(b).

If you provide this information to the residents of the Reserve, please let me know
if they have any further questions regarding these or any other matters.

Our Ramapo River Reserve bylaws state, that Michele will serve on the Board until the next election in February 2011.

Michele and her husband Chris have been residents of the reserve for over 9 years. Michele has served on the LandscapeCommittee, Judiciary Committee and most recently was the Chairperson of the Social Committee. Michele will continue to stay involved with the Social Committee as Board co-liason.

Michele has dedicated much of her time trying to make the community a better place to live and will continue to do so as a member of the Board of Directors.
